On August 18, 2022, a longtime friend was granted emergency guardianship and conservatorship rights. This friend now oversees Frank’s daily care and ensures his financial affairs are managed by a bank. Frank’s health condition has significantly impacted his decision-making abilities, necessitating his guardian to make decisions on his behalf.
